Saudi Arabia’s Ministry of Municipalities and Housing has announced a comprehensive set of updated regulations for transport rental facilities, aimed at improving service standards and attracting fresh investment into the sector.
The new requirements apply to all sites designated for land, sea and air transport rentals, including rental offices, shelters and associated infrastructure, and form part of a wider strategy to enhance quality of life across Saudi cities.
The revised guidelines set out standards for location planning, building design, and external facades, as well as requirements for parking, safety, maintenance, and accessibility for people with disabilities. Facilities must also comply with the Saudi Building Code, Fire Protection Code and all other related regulations.
Other measures include the provision of electronic payment options, the installation of surveillance systems, and clear, regularly updated internal signage. Together, these steps are designed to raise service quality, improve user experience and make the sector more competitive.
The ministry said the changes would create new opportunities for investors to develop modern rental hubs that align with the Kingdom’s broader economic and urban transformation. Developed in line with international best practices and coordinated with relevant agencies, the updated framework seeks to balance investor interests with customer needs while strengthening planning, technical and operational standards.
The overhaul is expected to support tourism growth by improving transport access for visitors and enhancing the overall travel experience.
