VinMetal, the steel manufacturing arm of Vingroup, has signed a memorandum of understanding for a strategic partnership with Primetals Technologies. The agreement, signed in Hanoi on 7 May 2026, focuses on the creation of a massive integrated steel complex in Ha Tinh. This facility will produce long and flat steel using green and digitized systems that meet global standards.
Under the new deal, Primetals will serve as the technology integrator for the project. They will work with VinMetal to manage the entire production chain, including smelting and steelmaking. This partnership allows VinMetal to lower technical risks and finish the project faster by using standardised technological solutions from the start. The project is being built in the Vung Ang Economic Zone and is expected to start initial operations in 2027.
“Cooperation with Primetals – a world-leading partner in the field of metallurgical technology integration – is a significant milestone in VinMetal’s long-term development strategy. We aim to build a large-scale, modern, green, and digitized steel complex that meets the highest international standards, thereby enhancing the competitiveness and position of Vietnam’s steel industry on the global industrial map,” stated Mr. Pham Nhat Quan Anh, General Director of VinMetal.
The two companies also plan to work together on digital transformation and staff training to ensure long-term efficiency. This project highlights a commitment to international ESG standards and aims to provide high-quality steel for both the Vietnamese market and international exports.
Mr. Kosei Tsuji, Executive Vice President of Primetals Group, said: “VinMetal is a partner with a long-term vision and a clear commitment to sustainable development in the metallurgical industry. We believe that the synergy between Primetals’ leading technological capabilities and VinMetal’s strategic direction will create an advanced, efficient, and sustainable steel complex in Vietnam.”
Primetals Technologies was formed from the merger between Siemens VAI (Germany) – a symbol of European metallurgical and automation technology – and Mitsubishi-Hitachi Metals Machinery (Japan), now owned by Mitsubishi Heavy Industries. Primetals is globally renowned for its integrated steelmaking technology, steel rolling, Level 1-3 automation, and digital steel plant solutions for large-scale steel complexes. This is one of the few companies in the world capable of providing a complete, integrated solution for the steel industry, combining European technical standards with Japanese industrial and management capabilities.
