Abu Dhabi property developer Eagle Hills has entered into a framework agreement with Syria’s Ministry of Public Works and Housing to plan and deliver major residential and tourism communities across the Syrian Arab Republic.

The deal, signed on behalf of public sector bodies, sets up a collaborative structure to design projects that draw on local skill sets and national economic assets. Initial works will focus on two major sites: Damascus Heights in the nation’s capital and Latakia Yachts & Marina along the Mediterranean coast.

Damascus Heights is planned as an urban community incorporating homes, retail space, corporate offices and hotels alongside schools, medical facilities and public parks. On the coast, Latakia Yachts & Marina will feature a central marina surrounded by residential units, hotels, branded residences and recreational sites.

Mohamed Alabbar, Founder of Eagle Hills, said: “We are investing in Syria because we believe in the country, in the resilience and capabilities of its people, and in the genuine opportunities it holds for growth. Through these two projects, we aim to create broader opportunities for employment, enterprise, investment and participation, while developing destinations that deliver lasting value to their communities.”

The developer stated that Syrian contractors, suppliers and workforce talent will take a central role in constructing and managing both sites. This arrangement is intended to reinforce local supply chains, back small and medium-sized enterprises and encourage knowledge sharing.

Beyond direct building works, the projects are structured to generate jobs across construction, leisure and service industries while improving local infrastructure and public amenities.

Eagle Hills is also inviting Syrian citizens living domestically or abroad to apply for investment opportunities, with priority given to qualified local individuals and institutions. 

With the framework now signed, both developments are transitioning into the execution phase. Initial site preparations and construction activities are scheduled to start shortly in Damascus and Latakia.
