Harris County officials have authorised a plan to develop a massive sports and entertainment complex in the Bridgeland area of northwest Houston. The project, known as the Toro District, will serve as the future global headquarters and training base for the Houston Texans. Spanning 83 acres, the site is a public-private collaboration between the NFL franchise, Harris County and Howard Hughes Communities. While the Texans will occupy a 22-acre state-of-the-art facility, the remaining land is earmarked for a variety of uses including retail, restaurants, hotels and medical offices.
The county’s proposed financial involvement is set at $150 million, primarily for infrastructure improvements within a designated tax increment reinvestment zone (TIRZ). This funding model uses property taxes generated within the district to pay for local upgrades. Currently, the Texans are one of only five NFL teams based at their home stadium, NRG Stadium. Team owners stated that moving to a dedicated site will remove the logistical hurdles of sharing a venue with other major local events. The project is expected to create over 17,000 jobs and provide a $34 billion economic boost to the region over the coming decades.
Harris County Commissioners voted 5-0 to move forward with the partnership. The development aims to act as a community anchor, offering high school internships, youth sports programming and improved access to county services. Construction is slated to begin later this year, with the facility scheduled to open in 2029.
