The European Bank for Reconstruction and Development (EBRD) and the European Union (EU) have introduced the Green Economy Financing Facility (GEFF) to assist the Palestinian economy. The programme provides local businesses and households with broader access to capital for sustainable investments aimed at lowering overheads, boosting market competitiveness and building climate resilience.

Funding will target projects across renewable energy, energy and resource efficiency, green buildings, waste management and circular economy solutions. Under the €25.9 million scheme, the EBRD works directly with local financial institutions to distribute capital. The initiative pairs EBRD loans with technical guidance and EU-backed investment incentives reaching up to 25 per cent for verified projects, accelerating the rollout of high-performance green tech.

Environmental benefits are already accumulating through early deployments under the facility. Supported projects to date are set to achieve annual primary energy savings of 12,656 MWh while cutting 3,717 tonnes of carbon dioxide emissions each year alongside reductions in water use and waste output.

The facility focuses on boosting financial access for female entrepreneurs and women-led businesses. Participating financial institutions, households and firms will receive tailored technical advice and capacity-building support throughout the implementation phase.

The initiative adds to the lender’s regional footprint, bringing total approved commitments by the EBRD to 42 projects worth €225 million across the West Bank and Gaza since starting operations in 2017.
