Work has begun on a major mixed-use development at West Broadway and Arbutus in Kitsilano, marking the start of a new property strategy for Vancouver transit operator TransLink.

The project is being delivered in partnership with PCI Developments and represents the first scheme under TransLink’s Real Estate Development Program. Situated at the southeast corner of the intersection, the scheme sits directly across from the future Arbutus SkyTrain Station and alongside the Arbutus Greenway. Construction started in summer 2026, with completion scheduled for 2029.

The 31-storey building will bring 256 rental homes to the area, including 47 below-market suites. Plans also feature over 5,200 square feet of ground-floor retail units and more than 9,800 square feet of community space dedicated to the Ohel Ya’akov Community Kollel. A public plaza will connect the complex to the surrounding transit network and greenway.

Through this model, TransLink retains long-term land ownership rather than selling off sites near transit hubs. The strategy mimics international transport models, such as Hong Kong’s MTR, to generate non-taxation revenue that goes back into regional transport infrastructure.

We are bringing that innovative approach to Metro Vancouver by building homes and businesses around transit, while creating a new long-term revenue stream that can be reinvested into our transportation system.”

The initiative supports broader urban growth policies across Metro Vancouver, including the City of Vancouver’s Broadway Plan, Transport 2050, and Metro 2050. By linking housing and public transport, local authorities hope to build connected communities as population growth continues across the region.
