Construction has officially started on a massive urban redevelopment and upgrading initiative in Vinh Hung ward, following a ceremony hosted by the Hanoi People’s Committee. The project covers roughly 447 hectares in the heart of the capital, backed by a total investment of nearly 186,000 billion VND.

Sun Group Investment Company Limited, a branch of Sun Group, is managing the development. The master plan splits the site into two sections, setting aside 206.1 hectares for total redevelopment alongside 240.9 hectares slated for upgrading. Planning guidelines confirm that all affected households will be rehoused inside the ward boundaries.

The local authority aims to reshape the central area using a sustainable green model. Planning priorities focus on public spaces, parks, green land, water bodies and transport networks. Built using Transit-Oriented Development (TOD) principles, redeveloped zones will connect to multi-functional underground areas and the urban railway network to ease congestion.

The overall layout combines three primary urban strategies. A Sponge City design will link parks and lakes to handle stormwater and curb local flooding risks. Meanwhile, TOD hubs around planned metro lines 4, 8 and 15 will combine stations with commercial space. The site also relies on an Urban Catalyst model, placing social, educational and sports facilities together to raise local living standards.

The scheme acts as an early test for the 15-minute city framework, ensuring residents can walk to parks, schools, healthcare and shops inside a 15-minute radius.

Speaking at the event, Mr. Tran Minh Son, Founding Member and Standing Vice Chairman of the Board of Directors of Sun Group, said: “We are committed to ensuring that for the projects selected for investment in Hanoi, Sun Group will dedicate the highest level of human and material resources to complete them on schedule and with the highest quality.”

Vinh Hung ward sits inside the zone between Ring Road 2 and Ring Road 3, situated four kilometres from Hoan Kiem Lake. The area borders Ring Road 2.5 and the Red River scenic boulevard, holding a population of almost 80,000 people. City planners expect the completed work to serve as a benchmark for central urban renewal across the capital.
