Authorities in Phu Quoc Special Economic Zone have partnered with developer Sun Group and specialised organisations to execute six strategic agreements aimed at boosting public services ahead of the APEC 2027 summit.

The signed contracts cover major improvements to public transit, security protocols, primary and secondary schooling, and population-wide language training. The investments intend to upgrade the island’s operational standards prior to hosting international delegates from 21 member economies.

To tackle public transport needs, Sun Group signed a Memorandum of Understanding with Ho Chi Minh City Urban Railway Company No. 1 regarding the operation of the Phu Quoc LRT line. Under the agreement, HURC1 will supply experienced engineers, technicians, and operational staff from its Ben Thanh – Suoi Tien Metro Line 1 project while managing local recruitment. The planned light rail line will link the local airport, seaport, and convention facilities.

Security protocols are also being enhanced through an agreement between Sun Group and the Phu Quoc Special Zone Police. Both sides will establish joint monitoring systems for project personnel, foreign workers, and construction contractors. The arrangement covers residency management, fire safety, traffic regulation, and workplace safety compliance.

In education, Sun Group and EQuest Education Group agreed to build a multi-level school in An Thoi Urban Area, South Phu Quoc. The 17,600 m² site will house 81 classrooms for grades 1 to 12, serving up to 2,430 students under a dual Ministry of Education and Cambridge curriculum. Sun Group will build the physical facilities, including STEM labs and sports fields, while EQuest manages operations. Handover is scheduled for November 1, 2026, ahead of an August 15, 2027 opening.

Additionally, local authorities launched the “Phu Quoc – Hello World” community English initiative for 2026–2030 in partnership with Language Link Vietnam, iSMART – EQuest Group, and EDUMINA (Cốc Cốc). The program targets service workers, drivers, hotel staff, and public officials with workplace-focused language instruction. Language Link and iSMART will deliver digital learning modules, AI tools, and practical coaching sessions, including 300 ELSA Speak Pro accounts provided by iSMART. Meanwhile, EDUMINA will provide online grammar and vocabulary tools tailored to the tourism sector through 2027.
