The Ministry of Municipalities and Housing (MOMAH) alongside the National Center for Privatization & PPP (NCP) have opened the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for the scheme. The Public-Private Partnership (PPP) initiative covers 50 parks across Jeddah, Madinah and the Eastern Province.

The private sector will handle the project under a 15-year Rehabilitate, Operate, Maintain, and Transfer (ROMT) contract. Work will include upgrading park infrastructure, green spaces, utilities and recreational areas. Private partners will also provide regular operations and maintenance services. This includes landscaping, cleaning, pest control and quality assurance. Investors will also supply and maintain all equipment needed to run the sites.

The project plans to introduce commercial facilities to the parks. Officials hope to raise the quality and accessibility of municipal grounds, improve user experience and encourage community engagement through commercial activity. The initiative fits into the broader Vision 2030 objectives of the Kingdom. The goal is to deliver high-quality municipal services, support urban sustainability and create vibrant living environments.
